Administrator: Accreditations Approvals

The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is a categorised as a Schedule 3A public entity in terms of the Public Finance Management Act (PFMA). Its mandate includes:

• Developing and implementing a sector skills plan
• Promoting learning programmes
• Registering learning programme agreements
• Serving as an Education and Training Quality Authority
• Collecting and disbursing skills development levies
• Liaising with the National Skills Authority
• Reporting to the Director-General of the Department of Higher Education and Training on its activities

The CETA would like to make the following appointment on a fixed-term contracts up to 31 March 2020, renewable at its discretion:

Learning Pathways and Quality Development
Administrator: Accreditations Approvals x 2 Vacancies
Based at Head Office in Gauteng
Reporting to the Officer: Accreditations Applications
All-inclusive salary package negotiable

Job Profile

The Learning Pathways and Quality Development Administrator of the CETA provides administrative and other relevant support to the Learning Pathways and Quality Development Unit so that it may discharge its responsibilities effectively and efficiently.

Minimum Requirements for the Position

• Grade 12 Certificate and a post-school qualification in a skills development-related field, Management/Administration or related discipline
• At least a year’s experience, including internship, in an administrative or related position
• Demonstrable knowledge of SETA core business will count in the applicant’s favour
• Training as an assessor and/or moderator will be an added advantage
• Training and/or experience in the construction industry will be an added advantage

Duties and Responsibilities

• Handle correspondence and enquiries relating to the Unit
• Maintain the Unit’s records and files
• Handle invitations and logistics of the Unit’s meetings
• Assist with minute-taking in the Unit’s meetings
• Assist with the development and maintenance of relevant databases
• Work hand in hand with other relevant CETA business units on administrative issues pertaining to the Unit
• Organise workshops and other events and functions of the Unit
• Provide administrative support for the implementation of the Unit’s core business as well as relevant corporate processes and procedures
• Maintain an accurate and updated database of accreditation applications for Public TVET Colleges, Private Training Providers and CETA Established SMMEs
• Maintain an accurate and updated database of freelance applications as per the LPQD Standards Operating Procedure
• Ensure the safe storage of signed desktop evaluation reports and communicate timeously the reports in writing to applicants
• Maintain an updated record all accreditation queries as per the LPQD customer relationship management template and make regular follow ups on the action items recorded in the query register
• Produce Monthly Accreditation Query CRM Reports for Skills Development Providers and Freelancers respectively
• Compile a weekly and monthly narrative report of all the accreditation applications received, evaluated, not reviewed, compliant and non compliant applications
• Assist in the compilation of a schedule of audit compliance site visit as per CETA requirements
• Maintain a filing system for the site visit audit reports securely and retrieve for evaluation by the Evaluation Officers and for audit purposes
• File securely all the signed acknowledgement of reciepts
• Verify with the applicant that the submitted accreditation applications file/s and documents are complete as per the checklist before logging them for further processing and evaluation.
• Ensure that requisitions for accreditation letter template are done timeously and monitor ad report on wastage
• Verify that the printed accreditation letters or letters for registration of assessors and moderators details are correct in terms of SDP or applicant details on file, qualifications recommended match the application file and signed site audit visit reports.
• Submit the printed accreditation letters to executive management for signature and maintain an in and out correspondence control sheet
• Update the CETA MIS System with the correct accredited training providers and registered assessors and moderators
• Check that all approved accreditation letters are linked on the MIS system to the correct accreditation status, to their associated registered assessors, practitioners and moderators and report on variances.
• Send a mail notification to the applicant regarding dispatch of approved accreditation letters
• Record and communicate accreditation queries timeously in writing
• Schedule capacity building workshops for providers or stakeholders and maintain a filing system for signed attendance registers.
• Maintain a database of accredited and monitored training providers to ensure that the criteria for accreditation are being complied with
• Conduct verification of accredited training providers, registered assessors and moderators and update the CETA website regularly
• Log the submitted applications in the LPQD Logging System
• Process e-mail acknowledgement to the applicants
• Conduct Pre-screening of the accreditation applications as per submission checklist
• Recommend Site Audit visit for Skills Development Providers
• Prepare schedule for audit site visit for approval
• Send confirmation of approved schedule and dates to entities and provincial nodes
• Follow up that Provincial nodes send confirmation of audit site visits to SDPs
• Follow up on the submission of signed audit visit reports from Provincial Nodes
• Provide a status report on outstanding audit site visit reports
• Report all irregularities to management immediately
• Contribute to the development of the Learning Pathways and Quality Development Unit’s business plan
• Contribute to the development and responsible management of the Unit’s budget
• Contribute to the development and review of policies, processes and procedures pertaining to learning pathways and quality development
• Develop the Unit’s meetings’ agendas
• Oversee minute-taking in the Unit’s meetings
• Provide relevant information and support to providers
• Ensure relevant data uploading by both providers and the CETA
• Review relevant processes, template, standard operating procedures to ensure continuous improvement
• Check that all CETA accredited providers have applied to DHET for registration as private training providers
• Prepare memos as directed by the Officers or Specialists
• Report all accreditation appeals to management timeously in line with CETA quality assurance policy
• Maintain a database of registered assessors and moderators
• Perform any other relevant duties as directed
• perform such other functions consistent with the NQF Act and the SDA as the QCTO may from time to time allocate to the SETA in writing
• Support, under the direction of the Learning Pathways and Quality Development Officer, the Projects Unit on administrative aspects of project implementation
• Contribute to the development and regular review of the Unit’s policies and procedures in alignment with the organisation’s policies and procedures
• Contribute to the development of the Learning Pathways and Quality Development Unit’s business plan
• Contribute to the development and responsible management of the Unit’s budget
• Assist with organisational risk management from the Unit’s point of view
• Assist with the provision of relevant information and support to stakeholders
• Contribute to CETA compliance with the relevant policy, legislative, regulatory and reporting environment pertaining to it
• Contribute to the Unit’s reporting on its deliverables and processes
• Contribute to the promotion of the CETA and its work
• Perform all functions as delegated by the Learning Pathways and Quality Development Officer from time to time.
• Perform any other relevant duties as directed
