Contracts Specialist X 2

The Wholesale and Retail Sector for Education and Training Authority (W&RSETA) seeks to employ a Contracts Specialist, who will report directly to the Contracts Manager and be based at the Head Office in Centurion.

Key Performance Areas will include but not limited to the following;

 Provide contracts management support and advice to management and staff
 Draft all contracts and addendums
 Provide support on all contracts activities from initiation to close-out phase
 Effectively negotiate and renegotiate with the relevant suppliers to draw up contracts and ensure that costs, service and quality requirements are met
 Ensure effective management, monitoring, evaluation and reporting of all contracts to the respective business units
 Mediate between the end-user and contractors in cases of disputes
 Investigate discrepancies relating to non-compliance, infringement of intellectual property or breach of contract and provide reports
 Provide inputs and support on all audit related matters
 Perform other functions as required by the Unit
 Develop and maintain terms and conditions for contracts and ensure that these are understood by all relevant stakeholders
 Provide guidance and support on contract matters to all those implementing projects
 Network, form partnerships and collaborate with stakeholders
 Represent the SETA at forums
 Provide inputs into and ensure compliance to applicable policies, procedures and processes
 Ensure that all service provider contracts meet all the legal requirements in line with the National Treasury Regulations
 Prepare reports for review by the Contracts Manager
 Ensure efficient use of SETA financial resources and assets, risk management and fraud prevention
 Efficient management and interpretation of applicable legislation
 Implement sound financial management in line with the PFMA and any other applicable government policies
 Ensure teamwork and cooperation within the Unit
 Review the work from the team before it gets submitted to the Contracts Manager

Job Requirements: 

Minimum Qualification and Experience:
 Matric / Grade 12 National certificate;
 Bachelor’s Degree in Law (LLB)
 3 years’ experience in legal, contracts development and management
 Good understanding and interpretation of applicable legislation within the SCM environment
 Experience in a SETA environment will be an advantage
 Computer literacy (MS Word, MS Excel, Ms Word)
 Own transport and a valid Driver’s License

Knowledge, Skills, Abilities and Attributes:

 Good communication (verbal and written) and reporting skills
 Knowledge and understanding of Corporate Governance and Regulatory framework (PFMA, PPPFA, Treasury Regulations, etc.) and other related legislative and regulatory frameworks and requirements in a SETA environment
 Process mapping skills

 Well-developed interpersonal, management and leadership skills
 Conflict management skills
 Familiarity with major business processes
 Consultation and facilitation skills
 Diplomacy
