Executive Manager: Bursaries and Placements

The Wholesale and Retail Sector for Education and Training Authority (W&RSETA) seeks to employ an Executive Manager: Bursaries and Placements, who will report directly to the Chief Operations Officer and be based at the Head Office in Centurion.

Key Performance Areas will include but not limited to the following;
 Coordinate the efforts of Project Managers, Project Coordinators and Third Party Contractors/Consultants
 Proactively manage changes in project scope, identify potential crisis and devise contingency plans
 Analyse work required in projects and assign resources
 Identify and resolve any project issues within the project teams
 Provide advice on managing the deliverables of the various contracts relating to projects
 Prepare and submit project reports to the Projects Board Committee
 Define project success criteria and disseminate the criteria to the project teams throughout the project life cycle
 Set and continually manage project expectations with project teams
 Coach, mentor, motivate and supervise project team members and contractors and influence them to take accountability
 Plan, organize and chair team meetings
 Develop and administer the Unit’s operational and project budgets
 Align the performance of the Unit to the overall strategic objectives of the SETA
 Develop and implement effective information systems which support strategic decision-making
 Provide strategic leadership on Risk Management within the Unit
 Provide monthly and quarterly reports
 Ensure compliance to the Service Level Agreements (SLAs)
 Build, develop and grow any business relationship to the success of the SETA’s projects
 Build, maintain and strengthen strategic partnerships with relevant organizations and institutions, including other SETAs
 Represent the SETA at forums
 Develop and implement policies and prepare programmes, processes and procedures
 Implement sound financial management in line with the PFMA, and any other applicable government policies
 Ensure the Unit’s compliance with both the internal and external audits
 Lead good corporate governance within the Unit
 Effective risk management
 Lead and manage the Unit to achieve set goals and target within set timeframes
 Build and maintain an effective team within the Unit
 Implement the best performance management practices, coaching and mentorship methods
 Create and maintain a culture of performance and efficiency

Job Requirements: 

Minimum Qualification and Experience:
 Matric / Grade 12 National certificate;
 Bachelor’s Degree in Management Sciences / Commerce or equivalent
 NQF qualification in Project Management
 8 years’ experience in a project management/skills development environment
 5 years’ experience in a senior management position
 Familiarity with QCTO and NQF requirements
 Experience within a SETA/Public Sector environment will be an advantage

 Willingness to work extended working hours from time to time in order to meet statutory requirements and/or deadlines
 Willingness to travel extensively
