Executive Manager: Supply Chain Management

The Wholesale and Retail Sector for Education and Training Authority (W&RSETA) seeks to employ an Executive Manager: Supply Chain Management, who will report directly to the Chief Financial Officer and be based at the Head Office in Centurion.

Key Performance Areas will include but not limited to the following;
 Provide strategic guidance and expert advice in terms of Supply Chain Management Frameworks
 Oversee various strategic projects and programmes identified to meet short, medium and long term objectives of the SETA
 Build a supply chain and procurement discipline that is flexible and agile
 Develop and optimise supply chain processes and systems aligned to strategic plans, and provide input into core function overall strategy and policies to support business objectives
 Embed a robust demand planning and management practices to inform sourcing pipeline and category management plans
 Work with Finance and Programme Managers to understand the status of the budgets, working capital management and targets
 Identify critical suppliers, supplier risks and ensure business continuity planning in terms of the identified risks
 Ensure the effective and efficient management of tender specifications and adjudication processes
 Implement precautionary measures to prevent unauthorized wasteful and fruitless expenditure
 Monitor and report on the utilization of equipment’s
 Provide strategic leadership on Risk Management within the Unit
 Provide monthly and quarterly reports as well as monthly reporting on performance against the approved demand plans
 Ensure compliance to the Service Level Agreements (SLAs)
 Build, develop and grow any business relationship to the success of the SETA’s projects
 Build, maintain and strengthen strategic partnerships with relevant organizations and institutions, including other SETAs
 Represent the SETA at forums
 Establish and maintain an appropriate procurement and provisioning system which is fair, equitable, transparent, competitive and cost effective; whilst ensuring compliance and governance
 Effectively implement and monitor sound Supply Chain Management systems
 Develop and implement policies against legislative guidelines and principles, and prepare programmes, processes and procedures
 Implement sound financial management in line with the PFMA, and any other applicable government policies
 Ensure the Unit’s compliance with both the internal and external audits
 Lead good corporate governance within the Unit
 Lead and manage the Unit to achieve set goals and target within set timeframes
 Build and maintain an effective team within the Unit
 Implement the best performance management practices, coaching and mentorship methods
 Create and maintain a culture of performance and efficiency

Job Requirements: 

Minimum Qualification and Experience:
 Matric / Grade 12 National certificate;
 Bachelor’s Degree in Supply Chain Management or equivalent
 8 years’ experience in Supply Chain Management
 5 years’ experience in a senior management position
 In-depth understanding and interpretation of the Supply Chain Management Act and other applicable legislation within the SCM environment
 Experience in a SETA/Public Sector environment will be an advantage
 Own transport and a valid Driver’s License
