Facilities and Security Management Specialist

The Wholesale and Retail Sector for Education and Training Authority (W&RSETA) seeks to employ a Facilities and Security Management Specialist, who will report directly to the Chief Officer: Corporate Services and be based at the Head Office in Centurion.

Key Performance Areas will include but not limited to the following;

 Implement and monitor an Integrated Facilities Operational Plan
 Manage a building Contingency Plan for the SETA
 Administer and manage office leases including parking services
 Project manage, supervise and coordinate the work of contractors and ensure that the work has been completed satisfactorily and follow up on any deficiencies
 Manage and maintain service level agreements
 Coordinate and plan essential services such as reception, security, maintenance, mail, archiving and cleaning
 Manage planned and unplanned building maintenance services and ensure minimum disruption of business activities
 Respond appropriately to emergencies and implement interventions
 Administer security related functions, activities; personnel and documentation (i.e. access cards, parking, etc.)
 Create and manage a safe and secure environment for employees, stakeholders and visitors
 Investigate and resolve building and security related complaints by staff
 Prepare rental forecasting requirements and annual budgets
 Assist with scheduling expenditures, analyse variances and initiate corrective action where necessary
 Ensure timeous payment of rentals
 Ensure security of premises and maintain security devices at all times
 Organize incoming and outgoing inspections and prepare inspection reports
 Oversee capital improvement projects, i.e. relocations
 Keep and maintain key control systems for all the buildings
 Design a system that will facilitate posting, courier and SETA transportation needs within the Head Office and the Regions
 Provide guidance and support on contractual and legislative matters to management and staff
 Network, form partnerships and collaborate with stakeholders
 Represent the SETA at forums
 Ensure that lease agreements are valid and compliant
 Ensure adherence to Occupational Health and Safety (OHS) Act and facilitate the appointments of Safety Reps, First Aiders and Evacuation Marshalls
 Conduct Occupational Health and Safety inspections
 Coordinate and facilitate risk management processes
 Manage the interpretation of applicable legislation effectively and efficiently
 Ensure compliance with the applicable HR Policies
 Manage records of all facilities and security management related matters

Job Requirements: 

Minimum Qualification and Experience:
 Matric / Grade 12 National certificate;
 Bachelor’s Degree in Facilities / Building Management or equivalent
 3 years’ experience in facilities management including space audit
 2 years’ experience in a supervisory or team leader position
 Project Management Certificate will be an advantage
 Sound knowledge of government legislation and regulations governing facilities and security management in a SETA environment
 Knowledge of budget management and compilation
 Knowledge and understanding of the Integrated Development Management System (IDMS) as prescribed by the National Treasury
 Knowledge of government procurement procedures will be an advantage
 Working knowledge of building and grounds maintenance
 Experience in implementing the Occupational Health and Safety Act
 Registration with the South African Facilities Management Association (FAMSA) will be an advantage
 Advanced Computer literacy (MS Office)
 Own transport and a valid Driver’s license

Knowledge, Skills, Abilities and Attributes:

 Knowledge of legislation governing facilities management (i.e. Occupational Health and Safety (OHS) Act, Minimum Information Security Standards (MISS), Government Immovable Asset Management Act (GIAMA), PFMA, Treasury Regulations, etc.)
