Officer: Data Management

The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is a categorised as a Schedule 3A public entity in terms of the Public Finance Management Act (PFMA). Its mandate includes:

• Developing and implementing a sector skills plan
• Promoting learning programmes
• Registering learning programme agreements
• Serving as an Education and Training Quality Authority
• Collecting and disbursing skills development levies
• Liaising with the National Skills Authority
• Reporting to the Director-General of the Department of Higher Education and Training on its activities

The CETA would like to make the following appointments on a fixed-term contract up to 31 March 2020, renewable at its discretion:

Officer: Data Management
Reporting to the Specialist: Data Management
Based at Head Office in Gauteng
All-inclusive salary package negotiable

Job Profile:
The Data Management Officer is responsible for contributing to the effective functioning and management of the Data Management Unit.

Minimum Requirements for the Position

• A three-year qualification, or equivalent in Business Administration, Project Management or a related field.
• At least three years’ experience in related function
• At least two years’ demonstrable experience in a supervisory capacity
• Demonstrable knowledge of SETA core business will count in the applicant’s favour
• Knowledge of the NQF, QCTO quality assurance policies, procedures and processes
• Understanding of the PFMA
• Above average understanding of the South African skills development environment
• Excellent writing, verbal communication, analytical, presentation and computer skills

Duties and Responsibilities

• Contribute to the development of the relevant Development Unit’s business plan
• Contribute to the operationalisation and the implementation of the Unit’s business plan
• Contribute to the development and responsible management of the Unit’s budget
• Contribute to the development of relevant process flows for all activities of the unit
• Weekly and monthly plan
• Ensure Unit compliance to relevant prescripts and organisational policies and procedures
• Ensure that documentation submitted to Supervisor complies with the CETA policies, procedures and processes by quality assuring submissions for completeness, accuracy and relevance
• Contribute to the development and review of policies, processes and procedures in alignment with the organisation’s policies and procedure
• Develop the Unit’s meetings’ agendas
• Oversee minute-taking in the Unit’s meetings
• Contribute to the development of high quality templates and tools to assist with the effective management of and continuous improvement within the unit
• Support CETA and stakeholder compliance with the CETA’s policies; processes and procedures; rules and regulations; and legislation pertaining to the organisation
• Contribute towards organisational risk management from the Unit’s point of view
• Contribute to the management of the Unit, including human resource and other corporate functions
• Provide relevant information and support to providers
• Contribute to the Unit’s reporting on its deliverables and processes
• Maintain the Unit’s records and files
• Contribute towards the development and maintenance of relevant databases
• Contribute to the development of high quality data management templates and tools
• Upload data for registration and completion on an ongoing basis
• Assist in ensuring the registration and completion of learner agreements by the SETA
• Prepare the report on all registered learners to be submitted to the skills planning and reporting unit on a monthly basis
• Represent the CETA in and/or make inputs into relevant structures and forums both inside and outside the organisation
• Compliance with the prescripts of relevant regulatory bodies and policies in relation to projects funded by it
• Assist with conducting regular benchmarking exercises for internal quality promotion
• Assist with organisational risk management from the Unit’s point of view
• Ensure the completeness, validity and correctness of data
• Assist with the learner replacement processes
• Support on the preparation of performance information audit plan
• Maintain learner information data for all approved projects and provide required data for invoice processing
• Compile and provide accurate, valid and correct performance information
• Assist with coordinating the learner agreements from entities for registration on the CETA MIS and for reporting on the QMR and compile custom reports for DHET or as requested timeously
• Perform any other relevant duties as directed
