Project Specialist

The Wholesale and Retail Sector for Education and Training Authority (W&RSETA) seeks to employ ten (10) Project Specialist on a 24 months fixed term contract who will report directly to the Regional Managers and be based at the following Regional Offices:

 Gauteng North Regional office X 2 Project Specialists
 Gauteng South Regional office X 2 Project Specialists
 Kwa-Zulu Natal Regional office X 2 Project Specialists
 Western Cape Regional office X 2 Project Specialists
 Mpumalanga Regional office X 1 Project Specialist
 Eastern Cape Regional office X 1 Project Specialist

Key Performance Areas will include but not limited to the following:

 Implement all the 19/20 PIVOTAL targets allocated to the region
 Effectively manage the projects budget
 Proactively manage changes in project scope, identify potential crisis and devise contingency plans
 Breakdown work required in a project and estimate the tasks involved, and assign resources accordingly
 Assess and make contingencies for dependencies within a project
 Identify, manage the project’s critical path and track project milestones and deliverables
 Manage the deliverables of the various contracts relating to the projects
 Define project success criteria and disseminate the criteria to the parties involved throughout the project’s lifecycle
 Set and continually manage project expectations with team members and other stakeholders
 Plan, organize and chair project meetings
 Flag issues especially where they may impact on key deliverables or payment milestones
 Plan and maintain the projects cash flow, coordinate stakeholder invoices and payments
 Build, develop and grow any business relationships vital to the success of the projects
 Build and maintain a positive public image with W&RSETA stakeholders in the region
 Maintain proper flow of communication and feedback between Head Office and the Regional Office
 Network with relevant strategic stakeholders involved in Skills Development in the region
 Offer support to stakeholders and adequately and timeously respond to their needs and/or queries
 Network, form partnerships and collaborate with stakeholders
 Ensure continuous and consistent adherence to various SETA related policies, procedures and legislation including the PFMA; SCM, HR Policies and Procedures, SDA, LRA, BCEA, SDLA, etc.
 Prepare and submit projects progress reports or any other information as required
 Implement sound financial management in line with the PFMA, and any other applicable government policies
 Implement quality assurance processes in the projects
 Ensure projects compliance with both the external and internal auditors
 Ensure continuous coaching, mentorship and development of an effective projects team
 Lead the regional projects team to achieve set goals and targets within set timeframes
 Create and maintain a culture of performance and efficiency with the projects team

Job Requirements: 

Minimum Qualifications and Experience

 Grade 12 Certificate/Matric
 Bachelor’s Degree in Management Sciences / Commerce or equivalent
 NQF qualification in Project Management
 3 years’ functional experience in project management/skills development environment
 2 years’ experience in a supervisory or team leader position will be an advantage
 Knowledge and understanding of the National Skills Development Plan (NSDP, previously NSDS)
 Functional knowledge of Project Management Body of Knowledge (PMBOK) and Prince II methodologies
 Ability to interpret and apply applicable legislation, regulations and policies
 Working knowledge of the SETA’s Management System and Indicium
 Knowledge of Management Information (MI) Reporting
 Knowledge of the wholesale and retail sector
 Experience in a SETA/Public Sector environment will be an additional advantage
 Proficiency in MS Office and MS Projects
 A valid Driver’s License
