Agribusiness Value Chain Specialist - Project Specific (Based in Pretoria)

The USAID Southern Africa Trade and Investment Hub (SATIH) project, a five-year trade facilitation project for Southern Africa, is expected to increase global competitiveness and intra-regional trade and improve food security in Southern Africa. Anticipated project activities include efforts to support national and regional bodies to facilitate intra-regional trade of agricultural commodities and economic integration, facilitate improved private sector export competitiveness in key value chains, and expand trade including increased utilization of the African Growth and Opportunity Act (AGOA).

ROLE DESCRIPTION:

The USAID Southern Africa Trade and Investment Hub (SATIH) project, a five-year trade facilitation project for Southern Africa, is expected to increase global competitiveness and intra-regional trade and improve food security in Southern Africa. Anticipated project activities include efforts to support national and regional bodies to facilitate intra-regional trade of agricultural commodities and economic integration, facilitate improved private sector export competitiveness in key value chains, and expand trade including increased utilization of the African Growth and Opportunity Act (AGOA).

REPORTING:

  • The Agribusiness Value Chain Specialist will report to Agribusiness Trade Director

 

KEY OUTPUTS:

  • Implement strategies to increase the value chain competitiveness of agricultural commodities for international export and regional trade – including staple foods (maize, pulses), processed food ingredients and speciality foods.
  • Advise on the design of strategies and policies related to agricultural marketing and inclusive and sustainable agri-food value chain development.
  • Develop concepts, methodologies, guidelines and indicators for agricultural marketing and inclusive and sustainable agri-food value chain development.
  • Advise SADC partner states through reviews and the provision of technical advice and capacity development on agricultural marketing and agri-food value chains development.
  • Perform the analysis of selected agricultural sectors/food chains, including food security and food safety issues and assesses the feasibility of agribusiness investment projects.
  • Analyse the constraints and opportunities related to agribusiness investment options with the emphasis on the functionality of markets, support services, trade policies, market institutions and organizations, risk management systems and private sector engagement;
  • Organize and facilitate discussions on agribusiness investment-related policy issues involving representatives of the private and public sector, with a view to reach consensus on improved policies;
  • Provide technical assistance and advice to agribusiness investment projects in the field of marketing;
  • Provide technical assistance to SADC and SADC partner states with respect to: agricultural value chain development, agricultural supply chain management, private sector development, business development services and marketing;
  • Analyse and provides technical advice on regional and international trade facilitation and policy and investment promotion;
  • Develop and maintain strong partnerships with organized private sector organizations, cooperatives, partners, collaborators and financial institutions.
  • Work with processors, enterprises and industry associations across Southern Africa to develop their capacity to identify and respond to regional and international business opportunities in the targeted value chains.
  • Facilitate private sector engagement and investment among target value chains and service providers including but not limited to producer, processor, wholesaler and exporters with an emphasis on value addition to commodities and cash crops including management expertise, equipment upgrades, packaging and international quality and safety standards.
  • Facilitate linkages to and provide support for dynamic trade associations.
  • Provide weekly, quarterly and annual reports, gather data on results, including photos and other technical and administrative documentation.
  • Assist with development of SOW for short term technical assistance (STTA), supervision of consultants and quality assurance of products of STTA.
  • Represent SATIH in meetings, presentations, and other dialogues with Governments, other partners, collaborators and donors’ organizations.
  • Act as liaison, representing the project, between trade and investment stakeholders and the SATIH project team, providing regular communication, coordination, updates, facilitation and reports to the Agribusiness Director; in close collaboration with the Export Competitiveness Director; as well as the Finance and Investment, the Enabling Environment, Communications & M&E teams.

 

EDUCATION, KNOWLEDGE, SKILLS, EXPERIENCE AND PERSONAL COMPETENCIES:

  • Minimum postgraduate degree or equivalent in international trade, economics, business administration, or related area
  • Master’s degree preferred
  • At least 7 years of relevant experience in trade promotion, agricultural value chains in Southern Africa
  • Demonstrated experience in export‐focused private sector development in the Southern Africa region
  • Experience in marketing, exports, trade preferences or AGOA promotion in the region, preferred
  • Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders in a multi-cultural setting
  • Excellent English writing and communication skills; local languages strongly preferred
